Construction in COVID-19 – Updated Orders from around the United States

Like almost everything in the COVID-19 crisis, the construction landscape changes daily. Pillsbury has updated its analysis of the impacts to construction projects as a result of orders in the 50 states and Washington, DC.

Multiple states extended their existing orders regarding closure of essential businesses:

  • Mississippi extended its Shelter-in-Place Order through April 27.
  • Pennsylvania extended its Executive Order closing non-life-sustaining businesses through April 30). In addition, Governor Wolf stated that some limited construction would be permitted as of May 8 under strict guidelines.
  • Indiana extended its Executive Order closing nonessential businesses through May 1.
  • Kansas extended its Stay-at-Home Order through May 3.
  • Missouri extended its Stay-at-Home Order through May 3.
  • DC extended its stay at home order through May 15.
  • Wisconsin extended its Safer-at-Home Order through May 26.

Other states issued roadmaps and frameworks with an eye toward reopening closed businesses:

  • Vermont issued Addendum 10, announcing its phased approach to reopening Vermont’s economy. Phase I, effective April 20, authorizes construction to resume under strict guidance.
  • California issued its Roadmap to Modify the Stay-at-Home Order.
  • Oregon published a Framework for Reopening Oregon.

And a few states issued updated guidance:

  • In New York, the Empire State Development Corporation updated its Guidance related to Essential vs. Nonessential Construction.
  • Iowa issued a Public Health Proclamation requiring additional protective measures in certain regions.
